Call for Papers: Special Issue on "Swarm Robotics"


 "International Journal of Intelligent Computing and Cybernetics (IJICC)" is published quarterly by Emerald Group Publishing Limited, a 41 years leading publisher(1967~2008). Its objective is to discuss, through papers, new theoretical developments and techniques in the fields of intelligent computing and cybernetics. All submissions will be thoroughly peer-reviewed by experts in the related fields based on originality, significance and clarity, only papers presenting novel research results or successful innovative applications are seriously considered for publication in IJICC.

 


1. Aims and Scope

"International Journal of Intelligent Computing and Cybernetics (IJICC)" serves as an international forum for the publication of the latest developments in all areas of intelligent computing and cybernetics.
Intelligent computing focuses on studying and understanding the underlying principles of natural computation, and how these principles can be adopted or modified to extend and enrich computer science and engineering. Cybernetics is the science of communication and control in society and in individual human beings. Algorithms, techniques and theories in these fields have been successfully applied to a wide range of complex problems. IJICC will consider for publication original papers in all disciplines of intelligent computing and cybernetics including but not limited to:

3. For Authors

Submitted manuscripts may be General Review(extensive reviews of established or emerging research topics or application areas), Research Paper (detailed discussions involving new research or applications), Technical Paper (detailed discussions involving new technical  concepts and developments),  Conceptual paper (new useful ideas and brief pertinent comments of a technical nature), and Viewpoint (Letters to the Editor about the journal or to authors commenting on previously published papers. In the latter case, the Editor will give the authors an opportunity to respond). The journal also publishes Special Issues on the subject of increasing importance.

Submission of a manuscript implies that the work described has not been published previously and is not under consideration of publication elsewhere (except in the form of an abstract or academic thesis or has been partially presented in conference).

Especially, substantially extended versions of conference papers (with at least 30% new materials) are invited for IJICC submissions. It is required that you include a statement of extensions at the beginning of your paper submission. Otherwise, your journal submission may be rejected as a double submission.

Upon acceptance of an article, author(s) will be asked to transfer copyright to the publisher. This transfer will ensure the widest possible dissemination of information.

Manuscripts should be submitted as an email attachment, and the manuscripts for consideration should be email to: ijicc@buaa.edu.cn. An acknowledgment email regarding the receipt of the manuscript will be promptly sent. The review process will take approximately 8-14 weeks, and the author will be notified concerning the possibility of publication of the manuscript as soon as the review process is completed. All correspondence will be directed to the first author of multi-authored manuscripts. It is the responsibility of the first author to communicate with the other co-author(s).

A revised manuscript should be returned to the editor or Editor-in-Chief with a statement that describes actions taken in the revision corresponding to the main review comments of referees. Revised manuscripts may be reviewed again by the original review panel. Return of a manuscript to the author(s) for revision does not guarantee acceptance of the manuscript for publication. The final decision will be based upon the comments of the reviewers and editors, upon their final review of the revised manuscript.

4. For Editors

(1) The Editor-in-Chief collect submissions, and delegates each submission to an Editorial Board member (referred to as the handling editor hereafter).

(2) The handling editor assigns and sends a paper to 2~3 reviewers, makes a recommendation to the Editor-in-Chief based on the review reports. An early recommendation is encouraged if only two consistent reviews are received timely.
A reviewer can be either an EB member or another person appointed by the handling editor.
The handling editor should avoid two reviewers from the same research group when handling a paper submission.

(3) Although the final editorial decision will lie with the Editor-in-Chief, the technical recommendation as to whether the paper is publishable lies with the handling editor. It is the responsibility of the handling editor to work on papers that need to be resubmitted or accepted based on modifications suggested by the reviewers.

A minimum of two review reports are required to make a recommendation. A possible recommendation to the Editor-in-Chief may be acceptance or rejection.

(4) If the paper requires revisions, the handling editor interacts with the authors directly. If a reviewer has suggested a major revision, the revised paper should be sent back to the original reviewer whenever possible.

(5) The Editor-in-Chief will inform the authors about their paper decision and copy to the handling editor.

(6) It is the handling editor's responsibility to make sure that there is no conflict of interest for those people involved in reviewing any given paper.
If a reviewer feels that his/her decision will be affected, he/she should return the paper to the handling editor, stating the conflict of interest. Similarly, the handling editor should not send the paper to be reviewed by a reviewer who may have a conflict of interest. Examples of cases which could cause conflict of interest include:

        papers by an author with which the handling editor or reviewer has co-authored a paper recently.

        papers by an author in the same department or in a closely related discipline of the same university as the handling editor or reviewer.

        papers by an author who was a recent student or thesis advisor of the handling editor or reviewer.

(7) A handling editor should make a recommendation within three months (six weeks for short papers) from the date that the paper is received from the authors. The handling editor should normally allow six weeks (three weeks for short papers) for each reviewer to respond.

(8) The handling editor should keep records on reviewer performance and timeliness.

(9) A wide range of submission file formats is supported, including: MS-Word, pdf, Latex-2.0, Latex2e, TXT, Postscript, Tar, Zip. The preferred file format for accepted paper is Word, including figures, tables and signed copyright form. Other acceptable formats are WordPerfect or Tex/ Latex, and the Latex submission must be accompanied with the PDF version.


5. For Reviewers

(1) Reviewers should see themselves as protectors of the quality of the IJICC journal, as well as of the reputation of the authors who submit papers. It is the reviewer's responsibility to make sure that only high quality papers are published, and that the author(s) are protected from putting poor work into print. From this perspective, the reviewer should not only read the papers thoroughly to find flaws, but should also make recommendations to the author(s) as to how the paper might be improved.

(2) Before reviewing a paper, the reviewer should make sure that there is no conflict of interest in his/her reviewing the paper.
If a reviewer feels that his/her decision will be affected, he/she should return the paper to the handling editor, stating the conflict of interest. Examples of cases which could cause conflict of interest include:

       
papers by an author with whom the reviewer has co-authored a paper recently.

     
papers by an author in the same department or in a closely related discipline of the same university as the reviewer.

       
papers by an author who was a recent student or thesis advisor of the reviewer.

Also, if a reviewer feels that his/her confidence in the review is not high (e.g. the technical content of the paper is not in his/her main research area), he/she should return the paper to the handling editor and suggest a more suitable person.

(3) A review consists of 6 parts: <1> originality of the paper, <2> technical soundness,<3> significance, <4> clarity of presentation, including the style and English, <5> relevance to the IJICC journal, and <6> length (relative to the useful contents of the paper).

IJICC publishes regular and short papers. A regular paper is either a critical review, discussing the state of the art in an emerging topic area related to IJICC, or a state-of-the-art research report, presenting the results of original research. The title, abstract, introduction, and conclusion of a regular paper should all be informative and coherent. A short paper usually reports on-going research that is original and significant.

Regular papers are normally limited to 12000 words and short papers should have a maximum of 4000 words. Short papers have the same acceptance standard but present results that can be stated more concisely. If a long submission is accepted as a short paper, the results must be presentable in a concise form.

(4) Associated with each of the above parts should be a rating from -3 to 3 with 0 being the average as follows.
        3: Strong Accept (As good as any top paper in reputable journals)
        2: Accept (Comparable to good papers in reputable journals)
        1: Weak Accept (I vote acceptance, but won't argue for it)
        0: Neutral (I don't like it, but I won't object if others like it)
        -1: Weak Reject (I would rather not see this paper accepted)
        -2: Reject (I would argue to reject this paper)
        -3: Strong Reject (Definitely detrimental to the journal quality if accepted)

(5) The reviewer should make a recommendation to the handling editor, stating whether he/she thinks that the paper is acceptable, or what could be done to make it acceptable.
The overall recommendation might be:

      
Reject. The paper is regarded not suitable for publication in the IJICC Journal. The author(s) may be encouraged to incorporate the changes suggested by the reviewers and resubmit the paper as a new paper.

      
Resubmit after a major revision and a second round of review is necessary. Author(s) should prepare a revision and resubmit it for a second round of review by the same set of reviewers. A letter explaining the changes made in the revised paper will be required from the author(s) if they choose to send in a revised paper. This letter will accompany the revised paper and be sent to the same set of reviewers.

      
The paper requires minor changes. Author(s) will be asked to revise the paper and resubmit with a letter to the handling editor, explaining changes made to address the reviewers' comments. The revised paper will not go through another round of review. The handling editor will make the recommendation for publication to the Editor-in-Chief.

       
Accept. The paper is accepted as it is. Or the paper should be accepted but there are some potential improvements that the author(s) have the option to make.

(6) Reviews should be completed and returned to the handling editor within
8 weeks (4 weeks for short papers). In case of delay, the reviewer should contact the handling editor with a date on which the review can be returned.

7. Paper Template

Once accepted for publication, the final version of the manuscript must be provided by e-mail. Each paper must be accompanied by a completed and signed Journal Copyright Form available from the Editor or on www.emeraldinsight.com/jarform or http://ijicc.buaa.edu.cn. Authors should note that proofs are not supplied prior to publication. The manuscript will be considered to be the definitive version of the article. The author(s) must ensure that it is complete, grammatically correct and without spelling or typographical errors. The preferred file format for accepted paper is Word, including figures, tables and signed copyright form. Other acceptable formats are WordPerfect or Tex/ Latex, and the Latex submission must be accompanied with the PDF version.
